The majority of Optica’s membership at some time in their careers must request support from funding agencies. For example, before my retirement from the US Army Research Laboratory (ARL), where I spent 30 years as a federal employee, I was supported by the Defense Advanced Research Projects Agency (DARPA) not just for contract monitoring and technical reviews but also for research. These activities required proposal review by DARPA program managers and staff—thus, proposal writing is a useful skill for academics, government contractors and federal workers.
